Jalandhar, October 5, 2026: Jalandhar Rural Police have arrested Randeep Singh alias Monu, an accused who had remained wanted for more than two months in an investigation into an alleged Babbar Khalsa International-linked conspiracy to carry out a major attack in Jalandhar around Independence Day.
Randeep, a resident of Dhander village in Jalandhar district, had been under investigation since an alleged terror module was uncovered in July.
Police allege that he was connected with a network involving foreign-based handlers and was involved in obtaining an explosive consignment linked to the suspected conspiracy.
The accused has now been produced before a court, following which police obtained his remand for further questioning.
Investigation Began With July Arrest
The case dates back to July 26, when Counter Intelligence Jalandhar and Jalandhar Rural Police carried out a joint operation and arrested Satbir Singh of Padiana village in Adampur.
During that operation, police recovered an improvised explosive device and said the timely intervention had prevented a potentially serious attack.
Investigators subsequently began examining the wider network allegedly connected with the recovered explosive.
Police say Randeep Singh’s name emerged during the investigation and that he remained absconding thereafter.
His arrest is now expected to help investigators examine the alleged local and overseas links connected with the case.
Police Probe Alleged BKI Network
According to investigators, the case is linked to an alleged Babbar Khalsa International module being operated with support from handlers based outside India.
Police have also linked the investigation with Harwinder Singh Sandhu alias Rinda, who has been designated as an individual terrorist under Indian anti-terror law.
Investigators are examining the roles of several people named in the case and attempting to establish who was responsible for different parts of the alleged conspiracy.
Apart from Randeep and Satbir Singh, other individuals have also been named by police during the investigation.
However, the allegations against the accused remain subject to investigation and judicial proceedings, and criminal responsibility will ultimately have to be established through the legal process.
Independence Day Attack Allegation Under Probe
The latest investigation has brought renewed attention to police claims that the recovered explosive was allegedly intended for a major attack in Jalandhar around August 15.
Authorities are investigating the suspected objective of the conspiracy, people allegedly involved and communications between local suspects and foreign-based handlers.
At this stage, however, publicly available police information does not conclusively establish a specific BSF facility as the intended target of the alleged August 15 plot.
This distinction is important because Jalandhar had witnessed a separate security incident near the BSF headquarters earlier in the year.
The current investigation should therefore be treated on the basis of the evidence collected in this particular case rather than being automatically linked with earlier attacks.
Randeep Taken on Police Remand
Following his arrest, Randeep was produced before a court and remanded to police custody.
Investigators are expected to question him regarding his alleged association with other accused persons, communications linked with the suspected module and his role in events preceding the July recovery.
Police will also attempt to verify whether additional individuals provided logistical or financial support to the alleged network.
Any information obtained during questioning will require independent verification before being treated as established evidence.
Six Accused Named in Case
Police information available in the case indicates that around six people have been named during the investigation, including individuals alleged to have links with the overseas network.
The investigation is aimed at identifying both the local participants and the foreign-based handlers alleged to have directed the module.
Authorities are also examining digital and financial evidence to determine the extent of coordination between those named in the case.
Rinda Listed Under UAPA
Harwinder Singh Sandhu alias Rinda has been formally listed by the Government of India as an individual terrorist under the Unlawful Activities (Prevention) Act.
Government records associate him with Babbar Khalsa International and accuse him of involvement in multiple terror-related and criminal activities.
His alleged involvement in the Jalandhar case, however, forms part of the ongoing police investigation and will need to be established through evidence specific to this case.
Investigation Continues
Randeep Singh’s arrest represents an important development in a case that has remained under investigation since late July.
Police are now expected to use the remand period to examine unresolved questions surrounding the alleged conspiracy and determine whether more people were involved.
Further details may emerge after investigators complete questioning and verify evidence gathered in the case.
