Punjab Cabinet Takes Key Decisions: Harpal Cheema Announces Employee Relief, Nursing Reforms and New Tourism Authority

Chandigarh, October 5, 2026: The Punjab Cabinet on Monday approved a series of decisions affecting government employees, nursing services, administrative functioning and tourism development, with Finance Minister Harpal Singh Cheema detailing the measures after the meeting.

The Cabinet meeting, chaired by Chief Minister Bhagwant Singh Mann, gave the green light to the Ranjitgarh Development Authority Bill, 2026, amendments to nursing service rules, regularisation of contractual non-teaching employees under an education society and restructuring of posts in the office of Punjab’s Chief Electoral Officer.

The decisions are expected to have a direct impact on sections of government employees while also creating a new institutional framework for developing tourism around the Ranjit Sagar and Shahpur Kandi dam regions.

Ranjitgarh Development Authority Gets Cabinet Approval

One of the biggest decisions was approval of the Ranjitgarh Development Authority Bill, 2026.

The proposed authority will focus on planned and sustainable development of areas around Ranjit Sagar Dam and Shahpur Kandi Dam, particularly from the perspective of tourism and eco-tourism.

The government wants to develop the region as a major tourism destination while ensuring that development, land use and infrastructure are managed under a coordinated framework.

The authority will function under the administrative control of the Tourism and Cultural Affairs Department.

It will receive administrative, financial and regulatory powers for development planning, land management, implementation of projects and management of tourism destinations.

Chief Minister Bhagwant Singh Mann will serve as Chairman of the proposed authority, while the Tourism and Cultural Affairs Minister will be its Vice-Chairman.

An Executive Committee headed by the Chief Secretary will oversee implementation and coordination between different departments.

Pathankot Tourism Could Get Major Boost

The decision is particularly important for Pathankot district, where Ranjit Sagar Dam and Shahpur Kandi are located.

The government believes better tourism infrastructure could attract more visitors to the region while generating opportunities for local businesses and employment.

Pathankot already serves as an important gateway for travellers heading towards Himachal Pradesh and Jammu and Kashmir.

Developing the dam areas as organised tourism destinations could encourage travellers to spend more time within Punjab rather than using the district only as a transit point.

The government has indicated that development will focus on sustainability and eco-tourism rather than uncontrolled construction.

Relief for Contractual Non-Teaching Employees

Another important Cabinet decision concerns contractual non-teaching staff working under the Punjab Information and Communication Technology Education Society (PICTES).

The Cabinet gave its concurrence for regularisation of their services.

Employees covered by the decision will receive regularisation benefits under the society in the prescribed pay scales.

The move addresses a long-pending service issue for employees who had been working on a contractual basis.

For the affected staff, regularisation can provide greater employment stability and clearer service conditions.

Nursing Service Rules Amended

The Cabinet also approved an amendment to Appendix-B of the Punjab Nursing Education Service Rules (Group B), 2016.

The change relates particularly to filling Tutor posts at Government Colleges of Nursing in Patiala and Amritsar through promotion.

Under the amended framework, regular Staff Nurses and Nursing Sisters working under the Medical Education and Research Department who possess an M.Sc. in Nursing in the relevant speciality will become eligible for promotion to Tutor posts.

Preference will be given to eligible employees with one year of teaching experience in nursing education.

The change is intended to create a clearer promotion pathway for qualified nursing personnel and address service-related issues that had remained unresolved under the existing rules.

Changes in Chief Electoral Officer’s Office

The Cabinet also approved restructuring of posts in the office of the Chief Electoral Officer, Punjab.

New driver posts will be created by surrendering certain existing lower-level posts, including Peon and Moharrir posts.

The government said the administrative restructuring is intended to improve the functioning of the Chief Electoral Officer’s office and ensure that its operational requirements are adequately staffed.

This is primarily a restructuring exercise rather than a blanket creation of an entirely new workforce.

Cabinet Focuses on Employees and Administration

Monday’s meeting had a strong focus on employee-related matters.

The nursing-rule amendment and regularisation decision are both aimed at resolving service issues affecting employees who had faced uncertainty regarding promotions, status or employment conditions.

The government has been dealing with demands from multiple categories of contractual and regular employees, making service matters an important part of its administrative agenda.

Cheema said the Cabinet decisions were intended to improve administrative efficiency while addressing legitimate concerns of employees.

Separate Discussions With Transport and ITI Employees

Apart from the Cabinet decisions, Cheema also held discussions on Monday with representatives of government ITI employees and contractual workers associated with Punjab Roadways, PUNBUS and PRTC.

He directed officials to examine legitimate demands of PUNBUS and PRTC contractual workers within a time-bound framework.

These employee discussions were separate from the formal Cabinet decisions and should not be confused with measures formally approved during the Cabinet meeting.

What the Decisions Mean for Punjab

The October 5 Cabinet meeting produced decisions across three broad areas.

For employees, the focus was on regularisation and clearer promotion rules.

For administration, the government approved changes intended to improve staffing arrangements within the Chief Electoral Officer’s office.

For development, the creation of the Ranjitgarh Development Authority is intended to open a new chapter for tourism around the Ranjit Sagar and Shahpur Kandi dam areas.

The actual impact of these decisions will depend on how quickly the approved measures are notified and implemented by the concerned departments.

For now, the Cabinet’s October 5 approvals represent a combination of employee relief, administrative restructuring and a new tourism-development initiative for Punjab.
